Physiotherapy Central Council – Update

Dear Members

             The Para Medical and Physiotherapists Councils bill- 2007” is placed in the Parliament on 4th December 2007. We are in contact with all top politicians and Parliamentarians. IAP is closely following the situations. The bill is referred to the “Parliamentary Committee for Health, Govt of India for review and suggestions. Meanwhile on 25th December 2007 Rajya Sabha Secretariat had released a public notice inviting opinion regarding the proposed Para Medical and Physiotherapy Councils Bill- 2007. We had informed to all our members in this regard in our General Body Meeting held on 10th January 2008 at Dehradun and also through IAP Website. We express our sincere thanks to all the individuals, Patients, Institutions/ Management administrators/ Medical Experts, Physiotherapists, Physiotherapy Faculties, Physiotherapy Students and each and every one who responded to the Notification of Govt of India and supported our Demands and Individuality of Physiotherapists in the Society.  We had made our representation and the changes to be considered in the proposed Bill to the Parliamentary Committee for Health and Ministry of Health, Govt of India. We had posted the copy of our representation and changes to be considered in the Bill in our IAP Website for the kind reference of Members. We here by earnestly appeal the all our members to mobilize all your sources to highlight the Health Ministry about the changes to be considered in the Bill. Please get in touch with your Local IAP Branch Convenor to contribute your assistance to our long pending issue of Central Physiotherapy Council.

I would inform the members that the following work has bee reported by our members regarding the Council Act. We would like to thank the members who put in their efforts.

1)     Dr. Ali Irani, Mumbai has reported that he met Sri Amar Singhjee, Chairman, Parliamentary Committee for Health, Govt of India personally and expressed our concern and the changes to be considered in the Bill. He also reported that he met Honorable Minister for Health, Govt India Shree Anbumani Ramadasjee personally and presented our concern and changes to be considered in the Bill including the Definition for Physiotherapy.

2)  Prof. Savita Ravindra and Dr.Shivaraya Prabhu, Bangalore reported that  

  they had mobilized their sources to present our concern to Sri      

  Amarsinghjee and Parliamentary Committee Member from Karnataka

  State and Central Minister, Honorable Sree. R.L.Jalappa and presented the Changes to be considered in the Bill.

3)     Dr.Jayanth Biswas and Dr.Bibarti Roy from Kolkata reported that they had met Honorable Speaker of Parliament, Sree Somnath Chattarjee and Honorable Sri. Priyaranjan Das Munshi, Central Minister and also met CPI (M) Secretary and Members of Parliament from Kolkata and highlighted the points to be considered the Proposed Bill.

4)     Dr.V.P.Gupta, Dr.Vikas Dhawan, Dr.A.K. Bhatnagar, Dr.Rajeeve Aggarwal and Dr.Bela Sethi from Delhi reported that they had mobilized all their sources to pursue the council bill matter with M.Ps and Central Ministers.

5)     Dr.Praveen Kumar and Dr. (Mrs)N.K. Deshpande from Nagpur reported that they could get an article published in a English daily by Dr. Ved Prakash Mishra, Medical Council of India Executive in our support and through Dr.Ved Praksh Mishra our reservations in the proposed Council Bill has been presented to Sri. Amarsinghjee. Dr.Praveen from Nagpur further reports that he had met Sree Somnath Chatterjee, Honorable Speaker, Lok Sabha at Nagpur and presented our reservations in the proposed Bill and also requested him to support the issue. Honorable Speaker assured to do his best.    

6)     We are happy to note the Dr. Bindu Abraham of Raipur with her Branch members met His Excellency the Governor of Chattishgarh and the Governor has sent a letter to Govt of India in our support.

7)     Dr.Shrijit Nambudri and Dr.Indusekar from Thiruvanandapuram, Kerala reported that that had met the Kerala based Parliamentary members from Health and explained in detail about our reservation to be considered in the proposed Council Bill.  

8)     Dr.Anand Misra from Indore reported that he had met Sree Amarsinghjee at Indore and presented our reservations in the proposed Council Bill.

9)     Dr. Iftikar Ali from Mangalore reported that he mobilized his sources of Central Minister and M.Ps with regard to our points to be considered in the proposed Bill.

10)                        Dr.Shailesh Hathi from Mumbai, Dr.Sanjeev Jha from Indore, Dr.Wassim from Srinagar, Dr. Murali Shankar and Dr.Manikumar from Coimbatore, Dr.I.A.Jayaprakash from Chennai, Dr.Rakesh Sinha from Haryana, Dr.Phani Chander Reddy from Hyderabad, had reported that they had mobilized their all known sources of Central Ministers and M.Ps expressed our concerns in the proposed Bill and requested them to support our reservations at Ministry of Health, Govt of India.

 

11)                        Dr. Ifthikar Ali Convenor IAP Mangalore reports that  on , Feb 24:

 

                The IAP Mangalore Branch and Dakshina Kannada physiotherapy teachers' and students' association submitted a memorandum regarding various demands to Honorable union minister for labour Sri. Oscar Fernandez during his visit to the city on Saturday February 23, 2008. Minister assured to present this to Honorable Minister for Health , Govt of India for necessary consideration.

 

         There are so many members who are directly and indirectly and also silently contributing towards the noble cause achieving professional status and a National Council for Physiotherapists. If any one’s work/name is found missing in the above list, may kindly accept our apology and be informed that it is unintentional.

         We were informed that IAP will be invited for presentation in front of the Chairman and Members of the Parliamentary Committee for Health and express our reservations in the proposed Council Bill. We are also ready with our presentations to Honorable Health Minister, Govt of India with our presentations when the Parliamentary Committee’s report reach the Health Ministry before the bill could considered for passing in the Parliament.  

       We are very hopeful that Parliamentary Committee for Health and Honorable Minister for Health Govt of India will consider our genuine appeal and presentation make necessary corrections in the proposed Bill and provide us a professional and growth friendly National Council for Physiotherapists.

       We the Central Executive members of IAP and Council Act Committee members of IAP express our sincere thanks to all the above members and also those who are silently contributing for the National Council Act work for their valuable contributions.

     We here by assure that IAP is closely following the situation and we will not let down our profession or compromise on the independency and professional status of Physiotherapists.

    We request all our members not to panic and do not get carried away by rumors. We will keep updating the developments regarding our National council Bill and IAPs stance.
