Election Schedule and Call for Nomination

Dear Members,

The election officer of IAP Elections 2014-17 invites nomination form for the election of the Central Executive Council in the duly filled nomination form attached herewith from 10th July 2013 to 7th September  2013 by post at the following address.

I. The election shall be held for the following posts.

I. The program of election

The program of election as announced by the CEC to election officer vide letter no nil. April/GS/11-14 dated 27.04.2013, along with Memorandum of Association & Rules and Regulations,previous election officers report,election tribunal report,cec meeting and G.B meeting decisions. for smooth conduction of election the programme is sheduled as follows on the basis of  constitution and by-laws amended upto – 2008.

• Sending nomination form along with election program through May 2013 IAP News Letter and in IAP Website

• Preparation of electoral roll by the General Secretary in consultation with the Treasurer as on 30th June 2013

• Date of receiving nomination form - from 10th  July 2013 (nomination forms received on or before 9th July 2013 shall be summarily rejected)

• Last date for receiving nomination form - by 7th September 2013 (nomination forms received on or after 8th  September  2013 shall be summarily rejected)

• Sending the names of contesting candidates for each post to contestants - by 15th November 2013

• Last date for withdrawal of nomination - by 30th November  2013

• Dispatch of ballot paper (by speed post) - by 21st  December 2013

• Last date for receiving the ballot paper  - 21st Feburary 2014

• Counting of votes and declaration of result - 26th Feburary 2014 (first Sunday after 21st Feb 2014).

(The time and place of counting of votes shall be informed to all the contesting candidates by 1st February 2014 by post).

.clearance of election result by election tribunal 22nd Feb-22nd march.

• Circulation of results to all the members of IAP by General Secretory - by 31st March 2014 or by next news letter.

II. Rules for the election

The following rules and procedures shall be applicable to this election.

1. It is the privilege of all the life and ordinary members of the IAP to be elected as an office bearer of the association.

2. Candidates desirous of contesting for more than one post may use the photo copy of the nomination form / may download nomination form from the IAP website.

3. Every candidate contesting for election of IAP shall pay a deposit of Rs.5000/-(per candidate per post) as caution money (by Demand Draft drawn in favour of The Indian Association of Physiotherapists payable at Indore), provided that

a. A contesting candidate who gets less than 20% of the valid votes received will lose his/her caution deposit.

b. All other such candidates who get more than 20% of the valid votes will be entitled to a refund of the caution deposit within six weeks after declaration of the election results.

c. Any dispute in this regard shall be decided by the Election Tribunal.

4. Incomplete forms and forms not received within specified date shall be summarily rejected.

5. The voting shall be through postal ballot. Nomination forms, withdrawal and ballot shall be received by post only.

6. The scrutiny of nomination form shall involve verification of whether the contesting candidate, and his/her proposer and seconder are the active member of IAP as on 30 June 2013 or not.

7. In the view of the incidences of omission of some member's name from the electoral roll in the past and in the light of ruling of the previous election tribunal it becomes necessary that along with the nomination form the election officer should have the access to the proof of active membership for the contestant, proposer and seconder. So that in case of inadvertent omission from the electoral roll the claim for active membership could be verified and member is not denied the opportunity to contest the election because of trivial clerical errors.

8. The following document will be considered as the proof of active membership of IAP.

a. Self-attested copy of IAP membership certificate (for life members)

b. Self-attested copy of certificate / receipt issued by General Secretary / Treasurer

that members have cleared all the due before 30th June 2013 (for ordinary

members)

9. Therefore it is desirable that all the candidates should submit the self-attested proof of active membership of IAP as mentioned above of the contestant, proposer and seconder along with the nomination form. Candidates shall have to produce the original certificates as and when demanded by the election officer.

10. In case of non-submission of proof of active membership of IAP as mentioned above the presence of name of the candidate, proposer and seconder in the electoral roll shall remain the only basis of deciding the active membership status of the member.

11. A short bio data (one running paragraph of maximum 200 words) with passport size black and white photograph of each contesting candidates shall be circulated along with the ballot papers. The responsibility of preparation of the bio data in one paragraph (including formatting, etc.) shall lie with the candidate only. The election committee shall only compile the various candidates' bio data in alphabetical order. The content of bio data that exceeds beyond 200 words shall simply not be printed.

12. Each candidate shall submit a signed typed/printed copy and a soft copy (in CD as MS word file DOC/DOCX in times new roman font 12 size for bio data and JPEG/JPG format for photo) of his/her bio data complete in all respect along with the nomination form to the undersigned. The signed typed copy of bio data shall be considered as authorised text.

13. The contesting candidates can have a copy of electoral roll in CD from the undersigned by submitting a Demand Draft of Rs.500/- drawn in favour of The Indian Association of Physiotherapists payable at Indore.

14. In the event of number of nomination received for any category of posts is equal to or less than the number to be elected in the category, all such candidates shall be declared to have been elected unopposed.

NOTE: IN VIEW OF LEGAL  PROBLEMBS THE CHARITY COMMISSIONER WILL BE REQUESTED TO APPOINT AN OFFICER TO KEEP AN OBSERVATION ON ENTIRE ELECTION PROCESS.

III. Code of conduct

• No candidate shall use any unethical means for campaigning.

• No candidate shall make false claims in bio data.

• No Member of IAP shall misuse his/her official position to gain the electoral advantage

• No member will call election officer and try to influence him\her. all communications to the election officer  should be done by  E-mail which will be replied back within 24 hours positively .

• The cases of violation of the code of conduct shall be referred to Election Tribunal for strict

disciplinary actions.

• The Code of conduct will apply from the day of filing Nominations i.e. 10th july. 2013.
